No option for race director role

I added a race director user and gave him a race director role. (this alone doesn't give the race director any extra options on the race director page, btw... after adding admin roles, it shows the extra options).

I added the race director role to the admin user.

When I then delete the race director user and uncheck the race director role from the admin user, the option to add the race director rule seems to be missing.
