Implement common `goss.yaml` patterns in `goss.j2`

We should consider adding common goss patterns to the goss.j2 macro module.

Common actions:

• Packages
  • Verifying packages from a text file package list are installed
• Commands
  • Verifying installed Python/R/Quarto versions match expectations
  • Python/R packages are installed
  • TinyTeX is installed in Quarto
  • Jupyter installation renders

We could consider shared macros on the various products as well, though at that point we should consider using multiple files that are included into goss.yaml to reduce confusion with rendering multiple sections for different checks.
