this might just end up in a google doc or something instead

• some countries don't allow encryption (Yemen?)
• validation? volunteers may not report anything negative.
• may need to train staff/volunteers to dispose of data in conflict areas
• technical questions about WASH/shelter/etc. or sensitive questions about something like gender-based violence will require additional training and sensitization. not just the correct wording.
