Npm releases are broken - fix may move releaser to GH Actions

It seems the credentials in the releaser are no longer effective

Npm will have 10.24 missing and any other releases until this is closed

Trusted publishers may be an option, it's not clear to me if it expects the automation to live in the same repo as the source: https://docs.npmjs.com/trusted-publishers

plan is to release tomorrow with or without the token, if we release before we have a token 10.24 may be forever missing from npm
