Improve documentation of interactive plotting commands

Document that bar, scatter, and pairplot require the population to be specified with the --population arg.

Improve description of the commands by changing it to the following:
"The following dot commands take the same options as their corresponding standard equivalents below, and generate the same output, but with interactive capabilities for scrolling around and selecting data in the plots."
