double scrollbar quirk

I have the odd situation that the first time I view a div with double scrollbars, I see both scrollbars. The second time I go back to the same div, I only see the bottom scrollbar, The top scrollbar is missing. This happens with IE 11, Chrome & FF. Have you heard of this?

I will try to get a jsfiddle shortly, but let me say more precisely that the top scrollbar disappears after the initial appearance but the scrollbar track is still visible. Also, clicking into the content area between the scrollbars causes the top scrollbar to reappear. The bottom scrollbar is visible at all times

I am having trouble reproducing the issue with simple components. Attached is is a screen shot of the top scrollbar, where you can you see the missing scrollbar (or rather empty scrollbar track). the content area has a table directive using the angular-table directive. http://samu.github.io/angular-table/examples/examples.html. This directive might have a role in this behavior. As I mentioned clicking on the content area, causes the top scrollbar to reappear.
