Make this work without Devel being enabled

currently depends on dev_query variable as set by the devel module. I think we can set this ourselves. Perhaps with some warning attached that if Devel is enabled that they will not be able to disable dev_query or that they are linked.. I dunno.

I personally always have devel enabled on my development sites. We'd have to fill $queries ourselves and that's duplication of code.
