increasing plotsbot response speed (banning abusive spambot posts)

Is it possible to get plotsbot to respond faster to counteract spambots, who are posting a bunch of stuff in quick succession? Or are there other ways around this? A delay for new posters? @icarito @ryzokuken @pdurbin maybe some IRC trick to combat this? Sorry to call people into this but the chatbot attacks have occasionally gotten past our bans.

Maybe now we know plotsbot is relatively reliable we can make this a fully moderated channel (not just individually quieted) and have plotsbot give everyone individually voice, automatically if it's a [m] matrix user (slack, riot, gitter)
