Make a `profile/README.md`?

I was thinking maybe we could copy over contents of the https://pypa.io page into an org profile README? It seems like a good place to consolidate references to the projects and efforts within the org and point people in the right directions.

Many organizations have adopted profile/README.md.

In addition .github repository is also a good place to host reusable workflows and be called by other repos under pypa org.
