Support for NUTS 2024 version, update for changes in HR classification in 2021 NUTS #30

Add NUTS 2024 changes to the respective "changes" file
Add support for the NUTS 2024 edition in the package's functions.
Several ESTAT data have already been updated for the 2024 NUTS classification. New NUTS-2 and NUT-3 regions of the 2024 classification appear as "false", since the package functions do not recognize them.
Also, the changes in HR's classification in 2021 have not been included in the current schemes.
