Setup Raid Guild colony #7

I think creating a new native token that doesn't have any value and using it to assign reputation to tasks is pretty powerful on its own. Then when the Raid Guild makes money from clients the dividends get distributed to reputation holders via rewards. No need to pay out the tasks with DAI to start, and I wouldn't recommend it currently actually
Let's set up a Colony to play with it and see how we can use it to handle reputation / tasks / payments etc. If it goes well, we can figure out the best way to build a good iterop between Moloch DAOs and Colony, and then make a proposal to Moloch to fund the development.
