chore(ci): relax commit lint

The commit lint is preventing CI from passing in #141. We're getting an error because OpenTelemetry has sentence case. It's pedantic, but using a proper noun when appropriate should be acceptable. Rather than enforcing the entirety of the title, we ought check the commit prefix.
