Create Dashing & master branch #19
Description
- Dashing branch will freeze the API
- Master branch will be used for active development
- Setup travis to build both branches nightly
- Dashing branch will use Dashing container or install ROS2 via apt
- Master branch will use nightly container build of ROS2
