ROScopter setup and developer guide

We need instructions on how to setup, run, and use ROScopter on the website. We also need a guide that talks about developing for ROScopter.

Setup, running, and using ROScopter is done (in the tutorials as well as #41 ). We still need the dev guide page for ROScopter, depending on how we restructure the documentation.
