Notifications docs do not explain actual mechanism

This section in the documentation explains that Rucio can send notifications for events happening, but it doesn't mention what mechanism is actually used for notificications, how to listen to them etc.:

Yes it covers how the events are sent or delivered. It doesn't directly imply notification but the logic is the same.
I think after 660 merged , we can consolidate them in separate PR.
