Show detailed timestamps

Description

Showing only the date in tables may be acceptable, but not in detailed pages (e.g. DID, rule). The time and time zone are particularly important to operators who may be trying to investigate an issue.

And in tables, maybe hovering over the date can show the timestamp in a tooltip. Or investigate some other mechanism that would also work on mobile.

Hi @dchristidis, I am looking into this now and had a question. Is it better to use UTC timestamps or should they be localized to where the webui is being accessed from?

Naively, I would say that it would be best to be consistent with the CLI, which shows timestamps in UTC only.
