Development Trapdoor

Add some sort of development trapdoor to skip licensing panel during development.

Idea 1: Installer is built without license panel if environment variable (eg - $RV_INTERNAL_DEV_MODE) is set.
Idea 2: All installers are built with panel, license panel is not shown if environment variable (as above) is set.
Idea 3: Easy to remember key bypasses panel for development.

Thoughts? Any of these approaches is quite simple.

I think probably the easiest solution is to make the presence of the
license panel determined by a maven variable. So like, mvn package -DnoLicenseInInstaller.
