Describe the bug
GateKeeper does not automatically restart when the OpenStack instance does.

To Reproduce
Steps to reproduce the behaviour:

1. Reboot the GateKeeper OpenStack Instance either OpenStack UI or CLI
2. GateKeeper does not start.

Expected behaviour
GateKeeper should start up when the instance does.

Additional context
Potentially this fix needs to be applied in the GateKeeper instance setup in the deployment project.
