Support NATS with a user-friendly web UI

Is your feature request related to a problem? Please describe.
NATS is a high-performance open-source message queue. However, user typically has to use command line to mange NATS as there is no official GUI. This issue proposes to facilitate NATS deployment and daily use for local development by integrating an out-of-box NATS web UI.

Describe the solution you'd like
Run "./infractl.sh start nats" should launch a development NATS instance with sensible configuration and open a nui page in system default browser.

Describe alternatives you've considered
As of today, there is no viable alternative.
