Clarify whether the installation instructions are to be run on the server

Please clarify the docs / README.md: 

I am unsure if I properly understand the installation instructions. Are they meant to be run on my dev machine or on the clsi server? (I first tried using them on the dev machine to remotely provision the clsi server... didn't work. I then tried to run them on my server... seems to work.)
