Problem installing on windows

Trying to install this on sql developer 4.1.5.21 on windows.
after it restarts there was no lightbulb icon. After multiple failed attempts I ran sql developer as administrator and now I have the icon. I didn't see that this should be necessary in your documentation.

Same issue but running as admin doesnt fix it.
