No KeepAlive Icon after installing 1.3.1 on SQL Developer 19.2.1.247 (247.2212) on Windows-10

I install from the zip, running Sql Developer as administrator. After installing from the zip and and restarting, there is no KeepAlive icon. When I try to re-install, sql developer says: already installed, so keepalive is installed.

Try to download the latest zip from Releases.

For https://github.com/scristalli/sql-developer-keepalive/releasesl I get a 404; on https://github.com/scristalli/sql-developer-keepalive/releases I see no version newer than 1.3.1 which has the label "latest".
