Evaluate error handling

# Overview
We should evaluate how we manage errors related to the following:
- pre compiles not being implemented
- saturation of fee when using `saturated_mul` and similar operations in [`L1BlockInfo`](https://github.com/frisitano/scroll-revm/blob/main/src/l1block.rs)
