No shortcut created on stock Pixel 10

I tried out creating a shortcut on Pixel 10 stock. No shortcut appeared on home screen or in app drawer. Is this known? Android 16.

Weird. Tried on an emulator with Android 16 and it didn't work.

Initially, I was able to reproduce it on the emulator, but after rebooting it, the issue is gone.
I haven't seen any suspicious log messages, and I'm not sure what happened.
