navigating directly to the dataview dashboard fails to initialize the app

to reproduce:
1. open a fresh incognito window
2. nav directly to https://dr19.sdss.org/zora/dataview

it shows the "No dataset loaded screen", which should only happen if envvars fail to load or the dataset didn't load for another reason.

this might be something on the zora side, because navigating directly to the API page works fine?
