Use sbom2doc to generate a license notice.
sbom2doc require a SBOM, on Yocto the SBOM is generated at build time.
On Debian the SBOM can be generated using distro2sbom.

On a SEAPATH Debian version:

apt update
apt install python3-pip
pip install distro2sbom sbom2doc
distro2sbom --distro deb -s -o seapath.spdx
