I Can't get past GUI Installation. Does anyone know what could be the problem?

I downloaded Dot.zip for windows, I unzipped the files but I have no idea how to Run dot. I tried via Windows PowerShell (Latest version) but it still doesn't work.

You need to double click on the dot.exe inside the dot folder that you unzipped
