Sometimes the header buttons get removed incorrectly

For example:

1. Go to Media Objects on the index.
2. Click "New Media Object".
3. Note that the back button in the header has gone away.

Proposed fix: Manage HTMX swapping more precisely.

This will need further thought. It is currently not possible to inhibit htmx-swap-oob on a per-request basis, and the header is full of those. May need to implement HTMX Template Partials to make this better,
