Add advanced agentic features to optimize the effectiveness of daily workflow

based on #76 

In the weekly report, provide the possibility to add some aliases to optimize workflow. Also, suggest learning new tools like `fzf` and `rg`.

The CLI should support the new `apply` command.

shelltime apply new-command-alias-awk-1178
```

Once this `apply` has been called, it will modify the local alias config and send a finish event to remote.
