add a 'design' link next to 'code' link, include PDFs for components

Hello from UX-land, we're in the process of splitting up the big PDF document into component-level articles, so when these are done shortly we'd like to be able to attach them under a 'Design' button next to the 'Code' button. This Design section will also include downloadable PSDs and designer resources as they become available.

Some of the sections of the PDF which are more general and not component-driven will need to be put in high-level design guidelines tab. Will have a think about the current architecture as a whole and suggest changes soon.

For the design guidelines, we'll want to not rely on PDFs and just use HTML & images in the spirit of having a living document, but for this first phase we'll stick to the PDF articles. Also we think it makes sense to keep the big PDF up for now until all the content has been posted elsewhere (i.e. in the design button areas or design resource section).

@ninadel how's it going with the pdf - is this still ongoing?

the pdfs that are split by component have been ready for awhile now... should i just zip them up and send them directly to you or should i upload them somewhere?
