Don't tie notifications to charger #1622
Description
Expected behavior:
new notifications checks based on set timer, eg. 15 mins
Actual behavior:
connect device to charger, bing Notifications
ok, maybe sometimes, rarely the 15 mins timer and the charger connecting time matches, but surely it can't be true 10 times a day

/LE: or maybe this means Android does NOT respect your 15mins timer and job/workmanager whatever at least gets a chance to trigger on "charge connected" event?
