publish crossings summary csv

Only a linear summary is currently dumped to s3 for distribution. It would be useful to add a crossings summary for easy reporting and tracking of changes. This file could bebcfishpass_crossings_summary.csv

To publish a provincial per watershed crossings summary:

• confirm report structure
• update function output field names and report per assessment watershed
• update the log table and view column names
• update watershed group views to pull from the assessment watershed summary
• add documentation
• dump file to s3 in jobs/release_cwf script
