[BUG] Remove flakiness in distributed event tests

Recently we have added test cases to test distributed server event publishing and subscription , few tests are flaky, for now it passes in one of the 3 retries but we should remove this flakiness and make the test 100% predictable and reliable.
Investigate and fix without reducing the quality of the tests
