Fix Consideration subsection per attack section #11
Description
The Considerations sections in the whole document (per attack) needs a revisit. It should be on the same hierarchical level as Attack, Prerequisites, Countermeasures, as opposed to a subsection of one of those providing an adequate review / advisement / consideration of the whole section.
