Create mobile menu as alternative to scrolling to sections

As user, it takes a long time to scroll down to the sections at the bottom, or to the top once I'm at the bottom. Provide a way to jump to different sections.

Kaitlin and I were talking about putting a horizontal bar below the three catch phrases, "meet people, build something, have fun." My concern is how the bar will look on mobile (will it appear to small? to condensed?) but I believe middleman can help with the screen size change so I'll investigate what can be done.

Cool. The tweening animation for the sliding isn't really necessary if that
makes it any easier!

This version has the following error when I run it through Middlman.

   Failed to load resource: the server responded with a status of 404 (Not Found) 

However, it did work when I used it on a previous branch that I stashed. Although this version looks nice and centered on mobile, I am unsure how to make the navigation bar stay centered when expanded. Kaitlin will take a look at it later today to see if she can sort out the bugs.

Senya, this is what I see for both Chrome and Firefox after I pulled your navigation branch (https://github.com/sastrakhan/baltimorehackathon/tree/navigation). I didn't get the server error you mentioned, and the navigation bar didn't stick to the top of the screen when scrolling (is it supposed to? If so, did you add all the necessary files to your commit?) I also didn't run into that bug you mentioned where the navigation bar moves from left to right when you scroll frantically.
Is this what you see on your side, too?

Jason,

Please provide feedback on the issue19/menu (i think that's what it's
called?) branch if you have a sec. Sean and I have been working on it. The
nav bar jumps when it transitions to sticking to the top of the page, and
we're not sure how to fix it. I think it would be better to have a
completely fixed menu than a buggy, fancy one. If you have
JavaScript/jquery magician skills, please let us know a fix!

I didn't have any issues with it jumping around. So not sure if I can help debug that, appeared to work okay.

My only issue is that it's not responsive. See http://responsivemobilemenu.com/en/ for a good example (try resizing the screen).

I like the color and styling, I do think that it might as well go on the very top and span the entire width of the page. instead of being beneath the title. Something to play with.
