Run nomadPlugn project locally without spinnaker for adding changes 

Hi, How can we test our local changes (front-end/back-end changes) separately in development before deploying the build to Spinnaker? I am not able to find the proper documentation to run/debug the plugin project as it is a react application, We can see only build/watch, etc. commands
