Create a distinct tool for file checks #3
Description
Checks that aren't specific to PHP, don't need a parser, etc.
- Files should not be executable
- Files should be encoded in UTF-8
- Folders should not have too many files for performance
- Project files should not mix end of lines
- Text files should end with a newline character
