Factor creation issue with account store linking #277
Description
Reproduction scenario: an application with a password account store, and a social account store as the right directory on a link, and account linking is enabled on the application.
Problem: if you create an account the right directory (the social directory) on ID site, then enroll in MFA, on the next time you are required to do MFA on ID Site, you will be prompted to setup a new factor, even though you have already enrolled in one factor.
