If I create a factor through admin console for an account, when that user logins, id site is asking for phone number again, if we give the same phone number, a message shows "That phone number has already been setup for this account"
No other options are available.
In this case, Stormpath need to treat that phone number on the account as unverified, and attempt to verify the factor.
