Update redirects to redirect to new pages

We need a redirect system so that links to the old CMS redirect to the new CMS pages (where the urls will most likely change). We also need a plan for stable urls going forward.

Requirements:

• Old CMS pages work and redirect to new pages
• Arbitrary redirects can be added to pages (so that if we move a page, we can redirect)
• A plan/design for stable URLs is ready (or issue created & scheduled)
