Add "Year to date" and "Month to date" options to the Date range dropdown 

YTD and MTD views of snowflake usage are commonly used for cost analysis, projections and monitoring. It'll be nice to have them as available options in the Date range dropdown. 

Note: these two options won't require a new query to be added and can be completely driven off the date_range logic in gui.py
