Area validation on startup

Although we prohibit areas with overlap to be claimed, they are still possible to be created by creating those area files manually.

It would be better if we can do these at startup:

1. Detect areas with the exact same range and error out/drop one of them;
2. Detect areas with overlap and error out/drop one of them.
