[Feature Request] Support Postgres DB on Admin DB Scan/Clean

we've been running temporal on a postgres db for a while now and want a way to clean our db. 

### Describe the solution you'd like

The cli has a clean command for Cassandra but not for postgres.

Would you be open for PRs that implement this?
