Necessary updates

I have been using TensorFlow in Java recently to do some work. I browsed the official website and found that there are some gaps in the new TensorFlow version of the document. Then, I redirected to Github.

I am a novice, but I have seen some examples that are old version. I think we can do some updated tasks.

• Add a README file in this repo to display the functions under each folder
• tensorflow-examples module Add README file
• Is the 0.4.0 version updated to the latest Java version 0.5.0

I am happy to help improve these doc works, with the aim of quickly understanding and learning, and then sharing them with my colleague for use.

That all sounds good. We're focusing on getting the next release of TF-Java core up so it's using the latest TF and should be simpler for us to track newer versions, and we've not had much time to look at the examples recently. We're happy to accept contributions to improve them.
