💡 - lookup-only: for restore action #54

we have a central cache workflow to prepare caches for all upcoming depending workflows
for this we dont need to restore the fetch but only need to know if there is a cache hit
on hit it should continue and not do anything
on miss it should report the miss and on the cleanup runner save the cache which is prepared only on cache miss

as with github default action/cache offer a with: option : lookup-only:

currently we waste time for needless downloads during central cache prepare
