Built-in paginator

It would be useful for plugins if there was a built-in paginator which could be invoked by plugins, or even available by default.

Perhaps this could come with a sprunge alternative to pagination.

How much would the plugins need to interact with the paginator? Would it perhaps be better to implement this entirely in the backend in some manner, perhaps just with some way for individual plugins/settings to override it? It does seem more like the ideal place to implement it.
