Import Debian config for Linux v6.18-rc7

Import configuration from Debian's
linux-config-6.18_6.18~rc7-1~exp1_amd64.deb package. At the time of
the merge, 6.18-rc7 is the most recent kernel config available in
Debian's package repository
(https://ftp.debian.org/debian/pool/main/l/linux/). Will update to
the final 6.18 release config once available.
