When you have chosen to have SEO/meta in your module, the Javascript file should be generated with the meta call in it.

Or coffeescript file even, but that might be a bit harder, as the file has to be added to the Procfile then.

True. Feel free to add it.
In my opinion, we can just add a basic javascript file (with module setup, but otherwise empty) for every module we install, and then only add the meta call to it when we asked for SEO/meta in our module.
