404 and other application errors shouldn't recommend filing a bug #9

Description

@nafg

Example output:

$ twilio webhook invoke --type=voice https://XXX.loca.lt/_twilio-ivr -l debug
 » Request failed with status code 404
 » twilio-cli encountered an unexpected error. To report this issue, execute the command with the "-l debug" flag, then copy the output to a new issue here: "https://github.com/twilio-labs/plugin-webhook/issues"
 ›   Error: EEXIT: 1
 ›   Code: EEXIT

Since it's clearly an issue with my application it should not be an "unexpected error" and it certainly isn't a bug in the CLI... other than the bug that it thinks it's a bug ;)
