Working with large FixedPoint and Intervals should use BigDecimal not Double

Most of the methods provided by dsptools and DspTester presume the numbers can be
modeled with Doubles. This doesn't work for sufficiently wide FixedPoint and Intervals

Additional methods should be added and should be illustrated in the tests at least
